After Three Years…The Yemeni Presidential Council Issues Law Regulating Its Operations and Supporting Bodies

The Head of the Yemeni Presidential Leadership Council, Rashad Al-Alimi, has issued a new decision regarding the regulations governing the work of the Presidential Leadership Council, the Consultation and Reconciliation Commission, and the legal and economic teams.

According to the decision, published by the official Yemeni news agency, the regulatory rules for the operations of the Presidential Leadership Council, the Consultation and Reconciliation Commission, and the legal and economic teams have been officially adopted.

The decision also states that these regulations will be applied temporarily until they are approved in their final form by the Yemeni Parliament.

Last week, Al-Alimi received the draft regulations from the legal team, headed by Judge Hamoud Al-Hitar, concerning the work of the Presidential Leadership Council, the Consultation and Reconciliation Commission, and the legal and economic teams.

According to the agency, this comes in accordance with Article Three of the Transfer of Power Declaration, which mandates the formation of a legal team composed of national experts to draft the regulatory framework for the Presidential Leadership Council and its affiliated bodies and submit it to the council’s president for approval and enactment as law.

During the meeting, Al-Alimi received a detailed briefing from the head of the legal team on the contents of the 59-article draft, divided into six sections. The team demonstrated professionalism, national responsibility, and a deep understanding of the exceptional circumstances and transitional phase commitments, in alignment with the pledges of the Presidential Leadership Council, backed by regional and international communities.

Additionally, the president was briefed on the future plans and activities of the legal team, which will serve as a legal reference body to ensure the state leadership fulfills its commitments in relevant legal and administrative fields.

Al-Alimi praised the efforts of the head and members of the legal team in producing the draft regulations. Once formally approved, the regulations are expected to serve as a key legislative reference for advancing the aspirations of the Yemeni people in enforcing the rule of law and strengthening the unity of political factions opposing the Iranian-backed Imamate project.

The legal team had announced in mid-February that it had completed the review of the draft regulations governing the work of the Presidential Leadership Council and its affiliated bodies, following nearly three years of waiting.

It is worth noting that Al-Alimi first received the draft regulations in May 2022. However, some council members objected to certain provisions, leading to delays in its approval. Since then, the Presidential Council has been operating without a formal legal framework.

In February, the legal team confirmed the completion of its review of the regulatory draft, marking the end of three years of continuous discussions on the document.
