The United Nations to review Yemen’s human rights record in early May

The United Nations Human Rights Council intends to conduct a comprehensive review of Yemen’s human rights record.
The council stated in a statement published on its website that Yemen’s human rights record will be examined by the working group responsible for the Universal Periodic Review of the UN Human Rights Council for the fourth time on Wednesday, May 1, 2024, in a meeting to be broadcast online.
According to the council, Yemen is one of the 14 countries that will be reviewed by the Universal Periodic Review working group during its upcoming session from April 29 to May 10. The first, second, and third Universal Periodic Reviews were conducted in May 2009, January 2014, and January 2019 respectively.
It was reported that the working group for the Universal Periodic Review consists of the 47 member states of the Human Rights Council. However, each Member State of the United Nations, totaling 193 countries, can participate in the peer review.
The documents used for the reviews include: 1) the national report – information submitted by the state under review; 2) information in reports from experts and independent human rights groups, known as special procedures, human rights treaty bodies, and other UN entities; 3) information provided by other stakeholders including national human rights institutions, regional organizations, and civil society groups.
The Universal Periodic Review is a unique process involving a periodic review of human rights records for all UN member states, totaling 193 countries. Since its first meeting in April 2008, all UN member states, totaling 193, have undergone review three times during the first, second, and third cycles of the Universal Periodic Review. During the fourth cycle of the Universal Periodic Review, countries are expected to clarify the steps taken to implement the recommendations made during previous reviews that they committed to follow up on, and highlight recent developments in the field of human rights in the country.
The Yemeni delegation is headed by Ahmed Omar Mohammed Arman, Minister of Legal Affairs and Human Rights, and representatives of the three countries working as rapporteurs (the troika) for the review of Yemen are Luxembourg, Maldives, and South Africa.
A list of speakers and all available data to be presented during the review of Yemen will be published on the external network for the Universal Periodic Review.
The working group for the Universal Periodic Review is expected to adopt the recommendations made to the Kingdom of Saudi Arabia on Wednesday, May 8, 2024, between 3:30 and 6:00 p.m. The state under review may wish to express its positions on the recommendations presented during its review.
